Part I: Core Requirements and Prerequisites
The foreign worker must be between 21 and 60 years of age at the time of application.
Oman enforces a strict national workforce quota policy known as "Omanisation." Employers must demonstrate that they have met the government-mandated ratio of Omani nationals in their workforce before any foreign labour quota can be approved. Non-compliant employers will have their applications rejected or suspended
The profession stated on the visa application must exactly match the profession listed on the approved Labour Clearance issued by the Ministry of Labour. Any discrepancy will result in automatic rejection .
Effective 1 August 2025, all foreign engineers working or seeking employment in Oman must obtain a Professional Classification Certificate from the Oman Society of Engineers (OSE). Work permit applications submitted without this certificate will be automatically rejected .
Educational certificates and Police Clearance Certificates (PCC) submitted by Chinese nationals are generally required to be authenticated via the Chinese Ministry of Foreign Affairs Apostille (as Oman joined the Hague Apostille Convention in November 2023, a single Apostille now suffices; the additional Oman Embassy legalisation is no longer required) .
Part II: Official Work Visa Process — Four-Stage Workflow
- The employer submits the application via the MoL e-Services portal.
- The Ministry verifies the employer's Commercial Registration, tax compliance status, and Omanisation ratio .
- The Ministry confirms that the intended position is not on the Restricted Professions List (which prohibits certain roles from being filled by foreign nationals, such as specific construction trades and administrative positions) .
- Upon approval, the employer receives the official Labour Clearance (Work Permit Quota).
- The employer completes the electronic visa application form on the ROP official portal .
- Supporting documents are uploaded, including a copy of the Labour Clearance, the worker's passport copy, a personal photograph, and any required authenticated documents (e.g., educational certificates, PCC).
- The visa application fee is paid electronically.
- Upon approval, an electronic Employment Visa is issued. The foreign worker must print this visa to present upon entry into Oman .
- Nationals from certain countries (e.g., India, Pakistan, Philippines) are required to complete a pre-departure Wafid (formerly GAMCA) medical test before travelling to Oman .
- Chinese nationals typically complete the medical examination after arrival at a Ministry of Health (MoH)-approved medical centre in Oman. The examination includes screening for communicable diseases such as HIV, tuberculosis, and hepatitis .
- A valid Oman medical fitness certificate is issued upon passing the examination.
- The worker presents the original passport, Employment Visa, medical fitness certificate, and the Ministry of Labour Data Form at the ROP Civil Registration Directorate .
- Biometric data (fingerprints and photograph) are recorded.
- The residency card fee is paid, and the Resident ID Card is issued on the spot or within a few days .

Part V: Visa Cancellation and Transfer of Sponsorship
Visa Cancellation
When an employment contract is terminated, the employer is legally obligated to cancel the worker's work permit through the Ministry of Labour system. There is no official government fee for cancellation (0 OMR); however, all outstanding wages, end-of-service gratuity, and any government fines must be settled in full. Following cancellation, the worker is generally required to depart Oman within 30 days .
Transfer of Sponsorship
A foreign worker wishing to change employers within Oman must obtain a No Objection Certificate (NOC) / Release Letter from the current employer and ensure all outstanding fines are cleared. The new employer may then initiate a fresh work permit and visa application on the worker's behalf .

Important Notes
Regarding Oman-side documents
The Ministry of Labour and Royal Oman Police application forms are online system forms only — no standalone PDF templates are available for pre-download. Applications must be submitted by the employer after logging into the respective system using an Omani national ID card (PKI authentication ).
Regarding the Apostille simplification
Since November 2023, Chinese-issued documents destined for Oman require only a single Apostille from the Chinese MFA or an authorised local Foreign Affairs Office. The previous requirement for a second legalisation by the Oman Embassy in Beijing has been abolished.
Regarding the Certificate of No Criminal Record
Most provincial and municipal public security authorities in China have fully digitalised this service. Applicants can complete the entire process online through their local government service app, with the system automatically generating a PDF certificate bearing an official electronic seal — no in-person visit to a police station is required.
